     9. Allow the USPS to be it's own ISP entity. All federal rules will apply. Businesses could then still pay for tech services, advertisings, and business services, But must allow customers opt-outs for any and everything USPS offers. All federal laws and rules apply.

     10. It's the Ben Franklin in me. All new Federal hyper excelled privacy laws for the new Post Office to be. Bushinesses may strive for such compliances and certifications or accreditations. And as such, a new motto "Post Office Approved".      Build a water reservoir or water tower with manual operations into the power plant. . This water reservoir should be big enough for 72 hours of cool down time of a nuclear reactor. This 72 hours would give crews time enough to stabilize a situation and avert a full violent shutdown and or disaster.

     Another option would be to build a massive funnel into the power plant. This funnel located on the water side could then be filled by water pump boats from the sea. And as such buy the time needed for the crews to get in and stabilize problems.
