     1. Crime and punishment. No one in any state government has gone to jail for gross mismanagement, fiduciary liability and or out right theft of state monies over decades of constant crime and no punishment.
     2. Where is the money? The State monies that are no longer there? Because it did not evaporate.
     3. Billions of missing pension monies? And the failure of State.
     4. The unions are not at fault here nor there. The unions did not access the state pension plans. Stop demonetizing and demonizing unions, all of whom have nothing to do with the accounting, the amortizations, nor the non paid in monies of unfunded State pension plans as required by contract and business law in every State.

     5. The problem here is your State legislature and nothing but your State legislature. This is not about unions, teachers, nor anything else. Your State legislature was and is responsible for all unfunded Sate pension plans, no one else. What part of this does anyone not understand?

     6. All State elected officials and appointments shall be terminated upon any State bankruptcy, and many State elected officials shall be banned from public office permanently there after.
     7. Total recall for all elected officials in the State will be the law for any State that declares bankruptcy.
     8. In Illinois, all of Illinois reform will be the law. Many other state should adopt same laws.

     9. State prisoners will be sold on ebay, because the State can not pay it's obligations, and this will be the law for all States filing bankruptcy. This can be quite lucrative and with repeating benefits. State prisoners will be sold to any foreign country that wants them, preferrably a country with malaria and other diseases. Any sold prisoner will have to apply for citizenship to re-enter the U.S. The rewards here are many; the state has a zero return to prison ratio. The State and counties and cities are now only for prosecution one time, the rewards of this are better prosecutions and less government. More arrests and convictions in the beginning and then far fewer crime incidents in that State. No Liability. Far fewer court actions of every kind. No tooth check needed for prisoners to be sold like animals. And etc...

     10. Abolishment of the Republican and Democratic State Central Committee in any State filing bankruptcy. This is nothing more than double dipping politicians who rubber stamp all wrongs by the State legislature and get paid for it with taxpayer dollars against the peoples will and continuing.

     The U.S. mortgage crisis moves into overdrive when U.S. Banks fail as servicer of properties and criminally commits Bank walkaways. This conscious effort by Banks not to complete their end of business transactions as a servicer of properties, turns those properties over to that city for the city to now be the servicer of properties. This is happening on a wholesale basis across wide swaths of geographic areas.

     There are many problems here. 1. The bank does not file proper paper works and not in a timely way. Add TORRENS in Illinois and what a nightmare to unravel the clouds all over properties of despair and in massive quantities nation wide. 2. You do remember the bank bail outs? 3. The cities can not afford the disgrace the banks have placed them with. 4. The Banks have accelerated their own write offs and write downs ahead of true schedules. 5. The taxpayers now get all bills and continuing. 6. The cities and counties do not go after the banks for illegal dumping of properties. Many more problems here too many to list.

     In Illinois where the state legislature just passed the largest tax increase of any state in the union, the city of Chicago will not receive the 260 million normally allocated to the city for operations and personal. Cities have huge deficits all over the nation. See Detroit and Kilpatrick....

     But, there is more, because the state of Illinois told the cities to fund their own deficits and pension plans with no help from the state. And the State of Illinois passing the huge tax increase to voters and taxpayers effective immediately double hits the city of Chicago, by the state getting their monies before the cities,  and as such the taxpayers can not pay their city bills after they have paid the state.

     Effectively the State and Bank walkaways have dumped all over the cities, As long as the State got theirs is all that mattered and first.

     Forgot to mention no referendum in Illinois for the voters, nor taxpayers and Businesses on or about the largest tax increase in history. Another problem here is that many view the Illinois tax increase of 2011 as giving a crack addict another truckload of crack and telling the dope dealer you can only use 2 percent.
